It's complete, has everything you need to start it, including a VDI with FreeBSD, ready to compile.
It has a few minor bugs in the syserr - otherwise it's supposed to be good to open on it.
I don't know if it has an active license, but you can remove it (or pay someone to remove it) and then you can easily open on it.
